there were swing elections for one year we are electing lots of folks who are liberal and two years later, others who are conservative. i think it creates a situation in congress that is more combustible. you see far fewer deals, far fewer efforts to get together and do anything together. it is very rare now for both parties to act in unison. 20 years ago, it was much more common. even further back, you think of tip o'neill and ronald reagan getting together and selling big issues but that does not happen anymore. i think that is in part due to some of the elections we have had where people are really swinging back and forth and we are getting a divided congress. it creates a crazy atmosphere were nothing gets done in congress and both sides are fighting all the time and i think the public is absolutely fed up. i covered campaigns myself and talk to voters again and again and i hear that people are sick and tired of it. it is leading to these elections where we are getting lots of new people in every few years including this frantic turnover in congress. it is adding to the atmosphere tha

it is also the election system and the way we run our primaries. we have a more ideological- purified house of representatives than we have had in a very long time. that is because some people would argue redistricting, as well, which in the past election both parties to it. in the states where democrats are not in control they redraw the districts to make the majority democrats. the republican side as well. this is the first time republicans have controlled this many statehouses since 1926. they really shored up -- the goal was to not pick up extra seats, but to shore up their base. you also have the rising up of the tea party, which is new. that was a response to george bush and some of the policies that his base felt took the united states into the fiscal abyss with the medicare part b and the war and what not. so you have this very activated based on spending issues, which has been successful in electing hard-liners who read the polls and see the compromise is not the important thing. the important thing is standing on principle. if you dive in

it's not about gains before the next election. it's gains with our credit worthiness long-term. >> i think it's important to point out that one of the reasons leadership may be able to shorten the years to balance is buzz of the recent tax increases. so it's not just a structural change in what we're doing, it's that there have been tax increases. so if taxes were lowered again, then that might change the picture. i think we haven't been given enough assurances that once you reach the balance within 10 years, that you stay at balance or near balance and don't just bounce off the bottomed on go back up to deficit. because it's possible you could balance at year 10 and then have deficits going on until year 20 or 25. it's important to understand those structural issues. >> do you think republican leaders right now are in position where they should be accommodated the president and be part of his agenda or just standing as a bulwark against it? >> unfortunately, i think our strategy right now is to play rope-a-dope until 2014. i thin

do you remember the election of november just a couple months ago? they rejected those cuts in medicare, those cuts in medicaid, those -- the tax cuts for the wealthy. and yet all of this is being put back on the table by holding the debt limit hostage, holding the credit hostage, holding american jobs hostage. so if you don't vote for that budget, then they get to play with the debt limit again. they get to play with the debt limit again. we got big lists to make between now and then, folks. we have sequestration. we have tax reform. we have a budget to write. let's just get down to the business and do it. just do it. don't play with the credit of this country. don't play with people's pension plans. don't play with the interest rates of corporations have to pay to borrow. don't play with the interest rates your local municipalities have to borrow for projects in their district. this has got to stop. if you really believe that america is a great country, if you really believe that we're an international power, then we ought to start acting like one
